Conditioner for Dandruff
General Recipe:

Water (65-80%): As the primary solvent in the formula.

Cationic Surfactants (3-7%): Such as Behentrimonium Methosulfate, Cetrimonium Chloride, or Stearamidopropyl Dimethylamine. They provide detangling and conditioning properties.

Emollients (2-8%): Oils or silicones like Cyclopentasiloxane, Dimethicone to smooth the hair cuticle and provide shine.

Fatty Alcohols (1-5%): Like Cetearyl Alcohol or Stearyl Alcohol which act as emulsion stabilizers and also contribute to the feel of the conditioner.

Anti-Dandruff Active (0.5-3%): Such as Zinc Pyrithione, Selenium Sulfide, or Piroctone Olamine to control dandruff.

Humectants (2-5%): Like Glycerin or Propylene Glycol, to provide moisture.

Thickeners/Stabilizers (0.1-1%): Like Guar Hydroxypropyltrimonium Chloride, Xanthan Gum or Carbomer to adjust the viscosity.

Preservatives (0.5-1.5%): Phenoxyethanol, Ethylhexylglycerin, or others to prevent microbial growth.

pH Adjusters (0.1-0.5%): Like Citric Acid or Lactic Acid, to adjust the product pH to be hair-friendly.

Fragrance (0.2-1%): For a pleasant scent.

Specialty ingredients (1-2%): Proteins (Hydrolyzed Wheat Protein, Keratin), botanical extracts (Aloe Vera, Green Tea), or vitamins (Panthenol) for added benefits.
These conditioners are formulated to combat dandruff and are often used in conjunction with a dandruff shampoo.
